Purpose

Define responsibilities and authority to ensure safe operation of ships and pollution prevention in line with the ISM Code.

Scope

Company shore management and all vessels under the Company’s DOC.

Responsibilities & Authority

  • Establish, implement, and maintain the Safety Management System (SMS).
  • Provide resources and shore-based support required by the Master.
  • Appoint a Designated Person Ashore (DPA) with direct access to top management.
  • Ensure Masters are properly qualified; crews are properly manned and trained.
  • Conduct internal audits and management reviews at planned intervals.

DPA Appointment

The DPA monitors safety and pollution prevention aspects of each ship’s operation and ensures adequate resources/support are applied.

Communication & Reporting

  • Define lines for reporting incidents, NCs, near misses, and statutory notifications.
  • Maintain records per the Forms & Checklists retention matrix.

Management Review

Held at least annually; review audit findings and KPI trends (PSC, drills, NC/CAPA); set improvement actions.
